Dariusz was from Poland, not Germany where the fights were based. So he was fighting out of a foreign country when you get down to it. and also to consider---how many German boxing fans were going to root all out for a guy from Poland?

To a degree, but Roy fought at "home" where most of the better fighters were and he has better fighters on his resume. So I don't like the analogy personally
In response to this, and having been deeply into the sport at that time, it was where we thought most of the best fighters were. We have since learned that there was a wave of top rate super mids, light-heavies and soon to be heavies coming from Eastern Europe. I still think Jones would have beaten DM but DM was better than a lot of Americans assumed because they just based their assumption on his origin.
Don't disagree with you and your points. Though I would say, the proper term phrase would be... most of the best fighters were here, but there were better fighters in Eastern Europe than was believed. I'd be okay with that, but your phrasing makes it seem like most of the best fighters were in Eastern Europe.
