Yes, I think so too. I think Roy is an absolute phenomenon but in the light heavyweight division he lost to Tarver and Johnson (and two of those losses were heavy knockouts) and he didn't face Michalczewski. Bivol only lost to a champion like Beterbiev and he avenged that defeat.
Bivol has beaten Beterbiev, Canelo & Zurdo. Beterbiev was undisputed LHW champion, Canelo is a multi weight champion & Zurdo would go on to be a unified CW champion. Throw in the extras like Smith, Barrera, Chilemba, Pascal etc too & i don't think it's even debatable.. as great as Jones was overall his LHW career isn't all that great.
I dont hold RJJ's losses against him as they were at the end of his career when he had declined but he lacks any real marquee names at LHW, his biggest wins were in lower weights and he never fought his main rival at LHW, so Bivol has had the better career at LHW.
