Well, I would say Cuba has produced the greater fighters historically. However, PR definitely produces the larger amount of world level talent, especially in 'modern' times.
Tough to say, as for an appreciable time in a very talent-rich age, we weren't able to see what could have become of many Cuban fighters as pros. I want to say they would have eclipsed the bunch we've seen out of Puerto Rico, but we don't know for sure.
