The fact that Bowe was never stopped has to be judged partly in the context of his comparativley thin resume at the elite level. Also lets not forgett that Golotta might have stopped him twice by TKO with a different reff. Bowe was good on the inside but if he tries that against Dempsey he is going to be trying to out Dempsey Dempsey in a smaller mans game. Bowe did run out of steam a bit and have to take a breather while he was trading with Holyfield at one point. If he does that against Dempsey then there is going to be no second chance. My inclination is against Bowe in this fight.
Yes, Bowe would destroy the unskilled oaf in Willard. Willard would be a nice big punching bag for Bowe. Willard was a farmer with a pitchfork, not a world class fighter. He looks dreadful on film.

He was champion of the world. He knocked out Jack Johnson, who was old but still a formidable and credible fighter. Willard clearly had some value as a fighter. You make it sound like he wasn't even a legit professional fighter.
Bowe's also more proven at the absolute top level than Dempsey, actually beating a great heavyweight and all. He even managed to do it twice.
Balance of probabilities is all verry well, but what if this was a real fight where your prediction would be ruthlesly exposed if you were wrong? The reality is that Willard has precisely the physical and technical tools that A. Bowe left some questions unanswered about his ability to deal with. B. Bowe seemed to have problems with. If the tiume machine was working, this would be a win win fight form my perspective. If Willard won I would have a crushing counter argument. If Willard lost he could hardly do as badly as people expect of him.
Nothing is ever a given, but the footage that exists on Willard indicates a fighter who is not in Bowe's class.
