All I remember watching holmes beat up on him - a very good holmes performance by the way- even though he lost you could tell fred had a nice style and looked like a good fighter. sometimes even good fighters just get horible luck as well as lacking perhaps one small element that horibly exposes itself if matchmaking and bad timing colide. some losses are just career suicide for a fighter, backers pull the plug and the guy gets thrown to the lions.
You need to distinguish between underachievers and flops ... flops don't win any form of heavyweight championship excluding possibly Leon Spinks .. Mismanaged fighters ( Leon) like Pete R. who are rushed can be viewed as flops as they achieve very little ... Michael Grant was a huge flop ... Bill Squires was a huge flop Jack Munroe was a flop I would say Max Baer was a near flop. LeRoy Jones was a flop. Willie DeWit was a flop. Jorge Luis Gonzales was a flop. Mitch Green was a flop. Jimmy Clark was a flop. Cooney was a huge flop. Briggs was a flop. Golata was a disgrace.
