I assume you mean the Billy Graham that fought in the 40's and 50's, had over a hundred fights, beat Gavilan and Joey Giardello,and lost two close ones for the welterweight title to Gavilan and fought almost every single top welter and middleweight in his era. Billy would have outclassed Roger Mayweather.Graham was a better boxer, had a much better chin, and fought more world champions and contenders than did Roger.Better skills, better opposition, more durable.Graham unanimous decision over Mayweather.

This was a guy who was on the wrong side of two very bad decisions (Kid Gavilan and Joey Giardello). His resume speaks for itself. He would totally outclass Roger Mayweather.
