Especially when you take into account the manner in which he beats his opponents. Compare Hughes' win over GSP to GSP's wins over Hughes. Or Hughes' victory over Penn to GSP's victory's over Penn.

If Hughes was shot it's because GSP shot him. At the time Hughes was on one the biggest tears in UFC history. He had just finished GSP, Trigg, Riggs & Royce all back to back in title defenses. All in the first round! To cap it all off he avenged his loss to BJ. Becoming the first fighter to ever stop BJ in the process. Where on that streak did he become "shot". Especially when he was getting better results? Les than 60 days after getting revenge against Penn, GSP absolutely destroyed him. He won every second of that fight and was clearly a better fighter than Hughes in every single aspect of MMA. And Hughes knew it. Are you going to argue that Hughes somehow became shot during those 60 days or consider what that loss did to Hughes mentally as a fighter?
