yeah its bull**** from bob and at the same time he has a point though. This fight will happen when Floyd gives the signal to Arum to make the fight happen, It won't happen the other way around...Cotto has very clearly in an indirect somewhat respectable way say that he is there and is willing to fight. Floyd has never given the notion of wanting to fight. If Floyd doesn't give the signal than this fight won't happen, Bob is pretty much dropping the ball on Floyd. If he wants Cotto he will talk and if he doesn't well then he can to put it frankly retire. Because we know one thing, there is a good chance that Cotto can clear out 147lbs And so IMO it would be pretty easy to ignore Floyd at least for the moment.

 

And yes Floyd does own a part of the 147lb division, And so how would Cotto ignore him? By just fighting everyone else! The belts don't make the fighter the fighters make the belts. If Floyd has lets make believe 10 147lb belts and Cotto has 1, but Cotto clears out the 147lb division then whos belt is worth more? my point exactly.
