he continued to batter bobpac only after the next round. its obvious that he was wobbled. he used the remaining time of that round to regain composure.
There's a difference between buckling legs/wobbling and being off balance. He didn't have his full balance when he was hit with that shot but quickly regained it as he moved to his right. FYI, he's never been down in his career. He retired from a match earlier in his career, but he's never been down.

Soto was clearly rocked by a punch that he didn't see coming. He careened to the side and then clinched immediately to smother Pacquiao's follow up. He reacted just like any competent brawler would, and was back at it soon. Nothing to be ashamed of. The Pacs have power, Soto reacted as well as anybody could have to some absolutely cracking punches.
I think he got hurt by that shot, but I also think he only got HIT by that shot because he thought that Bobby wasn't going to offer anything back, he was walking right over him. Never get too comfortable in the ring.
I feel sorry for Soto. If he was properly managed, didn't lose to Guzman (bad matchup stylewise) and Cortez not f*cking him in the ass, he'd have a lot more exposure. We need more guys like him. I still think him and Valero could still end up fighting Pac if they play their cards right.
