By definition stepping up doesn't necessarily mean stepping up and taking on the elite - It can mean going from fighting journeymen to fringe contenders. Alvarez is past clubfighters and journeymen and is sitting at the bottom end of the B-classers/former contenders (N'dou, Cotto, Baldomir etc). At this point in time I would rate Matthew Hatton as a clear step up in B-class competition, which I expect Alvarez to continue facing for at least a couple more fights. It doesn't matter what his age is, it's his mental and physical maturity, experience and whether he is ready to take on the best.
Did u just dare to put Cotto in the same level as N'dou & Baldomir, or did I miss something?:nut edit: ok I get it's his brother....
