It's partially genetics, I'm sure poor diet has a lot to do with it also. Juan Diaz obviously trains hard and it's reflected in his stamina. But it's just physically impossible for him to be unable to lose that extra flab if he were eating properly. It's a shame, too, because he could probably be a tremendous featherweight.
Its genetic and about how low your fat percent is. Some people got a six pack even without training their whole life. Ofcourse the more "chubby" fighters dont seem to have a six pack, but its there bellow the fat
Russian fighters have a generic layer of fat that surrounds the muscle tissue. Look at Fedor Emelianenko. Looks can be deceiving

This might sound dumb but lighting also has alot to do with it. When I'm out in the bright sun and theres no shadows my abs and vaines are barely visible, but in a gym or in a room with floresant (sp) over-head lighting I looked more ripped then I really am. So often times at weigh-ins the lighting can vary, as well as in arenas.
