What is the best way to get picked up by a promoter to earn an extra check on the side? Is it by joining a gym with some pros and building a rep by sparring? Hopping from gym to gym sparring? what's the best way?
Don't suck. You're not going to just get picked up by a promoter, you need to show that you're worth the money
If you can make 200+ lbs ( dont have to be in shape ) you will eventually get a big pay check vs a Klitschko. Just rack up a few wins like Chisora and the offer will come.
Joining a gym and making contacts is key. But, in honesty it is as simple as contacting your states athletic commission and applying for a license. Follow their licensing rules and make some phone calls/contacts. I made enough to pay for my college tuition and a low end car with some additional spending money. I was however a fairly well regarded amateur.

Well you can definitely better money from something else, if you want to learn the business side then why not try to promote?
I have an idea but then again from what I understand you need a **** load of money to pay the fighters rent the place pay the ref, doc, and what about insurance for the fighters who takes care of that? And does the city need to approve? Does it need to meet certain standards? Is there a fee for the scumbag that's going to check out the spot to see if its safe in case of an emergency, fire,ect, have alot of questions lol
To be candid, Stupid thinking.... You'd have to be more naturally talented and have a dedicated way of staying in excellent shape because the only way boxing pays for itself is if you good enough to sell tickets. The kind of time and effort you have to put in is not worth the earnings. Then there is the liability of getting hit in the head which is a whole issue by itself.

OK, you need to establish a losing record with very low KO ratio. Be vigilant and ready as a sub or late replacement. Tracking those TBAs might be fruitful too.
Its really not worth it. Unless you have something that is seriously going to seperate you from your competition, I would advise against it. A few fights would be cool, but id keep it at that. Boxing has a dirty and ugly underbelly that most people don't see. Save your brain and get a second job. If doing for the spirit of competing, fighting, n winning, and you have talent, that's something else, but I wouldn't be doing it for the money.
