Neither the Transnational Board nor the WBA rate Manny Pacquiao at welterweight. Neither will recognize the Spence-Pac fight as a welterweight title fight. That's the comparison. The only thing Laughably Pathetic IS THAT FACT. And they (the Transnational Board) won't recognize it as a title fight because they adhered to to a policy NO ONE holds them to ... but they choose to ignore common sense to uphold a policy no one cares about. It would be starting a new lineage for the Transnational Board, too, if they decided NOT TO elevate Bud Crawford (over Manny) for beating an unranked opponent and then dropping Manny from the ratings entirely for inactivity. IF Manny could've faced any unrated scrub in any promoter's back yard last year in front of a dozen people in HAZMAT suits and held on to that #2 rating, and that's the difference between Spence-Manny being for a World Title by the Transnational board or not being for the title, THE POLICY SUCKS. This matchup that the WHOLE WORLD and history will recognize as a Welterweight Title fight proves that. Congratulations. Having competitive matchmaking is down to the promoters, not the organisations. This is how professional sport works, it's about money.

Nonsense. Had Manny, when he was #2 all year, fought an unranked guy in front of nobody ... just like Crawford did when he was #3 and fought an unranked guy in front of nobody ... and both won, how does Crawford move up? They moved Crawford up because he was active. They dropped Manny entirely because he wasn't. That's it. If Manny had fought a nobody and won in 30 seconds, he'd have met their "activity" policy, and still be in the ratings. Because nobody fought anyone after November 2020 when he was sitting at #2 to pass him up. It was all based on the activity policy. If they'd have stood pat, who would be bashing them now for having Spence and Manny #1 and #2 fighting for the World Title? Nobody would, because nobody beat anyone to deserve it more.
The only difference is now there are FIVE ratings orgs that don't agree with each other. And even the two that don't take sanctioning fees can't agree on who is champ because of stupid policies they placed on themselves.
Actually I have a question about this, what does it mean to be active for the TRBR? Currently you have Michael Hunter as #6 Heavyweight. His last significant fight was a draw with Povetkin in Dec 2019. Since then he fought Laughty who is likely not even a top 200 fighter. He calls everyone out, then refuses to fight Hrgovic in a title eliminator. Instead his next fight will be against Mike Wilson an inactive cruiserweight. That warrants staying in the rankings, but Pacquiao gets stripped for inactivity?

Exactly. Hunter was #8 after he beat Povetkin. He's had one fight in 19 months against someone rated in the 200s on boxrec and he MOVES UP TWO SPOTs to #6. But nobody beat anyone in the top 10 since Manny was rated #2 last November. So, if Manny just fought a "Laughty type," would he still be #2? Didn't hurt Hunter's rating.
