Aah, I get you. I was thinking you meant the youngest man to win 2 world titles.

I don't think so! You stated the following:

As you can see the answer you gave was wrong!

There were several bouts that were scheduled for 15 rounds after the one you stated and 2 of them went the full 15 rounds. In fact there was a total of 4 that came after the Samuth Sithnarvepol v In-Kyu Hwang bout on August 29, 1988. This was the last IBF Title bout that was scheduled for 15 rounds.

Here's the four that happened after the August 29, 1988 bout. If you don't believe me, look it up yourself:

    June 7, 1997
    Convention Center, Ruidoso, New Mexico
    Commission: New Mexico Athletic Commission
    Promoter: Mike Saccar
    Middleweight
Jose Alfredo Flores 156 W Eric Holland 155 SD 15-15
    Judge: Jim Ashe
    WBB Middleweight Title

    December 28, 1993
    Ritz Carlton, Aspen, Colorado
    Super Middleweight
    Vinny Pazienza 165 W Dan Sherry164 KO 11-15
    IBO Super Middleweight Title

    December 28, 1993
    Ritz Carlton, Aspen, Colorado
    Lightweight
    Anthony Boyle138 W Chuck Sturm MD 139 KO 11-15
    IBO Lightweight Title

    August 27, 1990 - The last 15 round non-title bout
    Park Plaza Hotel, Tulsa, Oklahoma
    Welterweight

Van Horn was born on September 7, 1968 and won the Jr. Middleweight Title on February 5, 1989. So he was only 20 years 4 months 28 or 29 days old.

So Van Horn is the correct answer!

Johnny Hill won the World Flyweight Title Recognized by California State, Great Britain and the NYSAC also recognized Hill as the World Flyweight Champion after this bout on August 29, 1928, when he beat Newsboy Brown.

Hill becomes Scotland's first World Champion (although Benny Lynch is often incorrectly given that distinction when he won the title in 1935).
