    Bernard "The Terror" Hopkins. I downloaded his early TV fights on BET and USA a while ago and I'm pretty sure this is the name you're looking for.

    I'll counter with a more difficult B-Hop question.. which world champion did Hopkins spar with before his fight against Mike Sapp? Hint: He got KTFO by Toney (that's all I remember the guy for actually, the KO was devastating as hell).

    Ray Mercer. Mercer had a career full of off-nights and that was one of them. He's probably the most inconsistent B level HW during the 90's.
