Mayweather apparently wanted to fight Cotto in 2005 at 140, but Arum said Cotto wasn't ready. When the fight would've been best, in 2008 after Cotto-Mosley/Mayweather-Hatton, it didn't seem like either guy cared much to fight each other. I didn't hear any talk about serious negotiations between the two. Mayweather negotiated a DLH rematch and then "retired". Cotto just followed Arum's plans, which did not include a Mayweather fight, and to Cotto's credit he fought some really tough opposition in 2008 and 2009 (Margarito, Clottey, Pacquiao).
