    Having suspicions and claiming to have proof are 2 different things.Floyd has accused Manny but refusing random testing didn't do anything to help Pacquiao's case.To say you have proof of failed tests and a cover up is a lot worse.So unless there is evidence of this,its a dangerous road to go down.
