Because Joshua isn't the champion, I'm pretty sure Hearn is on the outside looking in with regard to having any real say as to where the rematch goes down.

The reason being, is that Dubai is completely void of culture, and is just materialism and glossy aesthetics. Its very existance relies soley on the support of very rich men. This speaks to Joshua's soul.
