It shows that punishments aren't currently enough. In Japan a punishment for weighing in over-weight, at least for a visiting boxer, is a long suspension from fighting in the country. In the Philippines they fine a fighter and force them to wear bigger gloves. Personally I'm for the bigger gloves penalty, very few fighters seem to win with them so the punishment does seem to be a good one.
Don't think it has anything to do with fear, just incompetence and a lack of commitment to the sport. It's not like he has any sort of lack of access to the equipment and technology that would help him make weight.
