He could just say, "yeah, I don't want to fight him because I know I'm not that good". That would be acceptable. But yes, Broner said the fight won't be "over there". GBP is exploring the options, with Burns as a strong "possibility"(iirc). There's an interview(video) here on esb home page.
I like burns but its like a ferrari vs a golf gti, ye the gti is impressive but the ferrari's got another gear and then some ha. To sum up Broner> Burns!!!!!
As much as i love Ricky, i see no way he can beat Broner. Its a fight he really has to take though, unless he can get Vasquez or fight for the WBA.
So no real answer to the first question,no he won't go over and no,there hasn't been anything close to an offer. I could say that Broner refusing to come to the UK is a clear duck, but that would be just as ridiculous as saying Burns ducked Broner when the truth is he has enough respect for Broner's ability to know that fighting him weight drained would be an act of extreme folly. But you already know that only a fool would fight his toughest opponent when he would be lucky to be at 70% of his best. Can you imagine what kind of dumbass would think that was a smart move?
