Yes, except Usyk is the only for for a good while now.
Admittedly he is less unusual than the others, however think how long he had a guy move up before him-& it may stay at 1-at most-rather than 1-3 per era going forward.

    No Sir everyone is
    This content is protected
    using steroids.
I have posted about this fairly often; nobody can ever give me evidence this is true.
It is like saying all men are over 6'2" just because you can cite numerous examples.
Also just listing the incentives & deterrents for using or not can in no way prove a case about exactly-or even a reasonable range-cheatin' & lying' about PEDs are.

It id extremely naive to believe nobody not caught ever used.
It is similarly irrationally cynical to conclude that everyone uses.
That nobody wants to be clean due to any combinations of principle, fear of punishment or ridicule if caught, for their health, etc.

Now what is the evidence Holyfield was 5'11" as an adult?
But you can easily discover that some people do grow into their mid-20's, although uncommon.
I do not think Holyfield did.

But it seems to think PEDs could have made him grow.
That is a very basic misapprehension about what they can possibly do.
But also I have no indication he used PEDs when that young-he did not get bulky by the ages you cite.
His first HW fight was when he was near 26-& the Cruiserweight limit was 190 lbs. when he fought.

Also Toney would need to pick a really weak strap holder to have any realistic shot at a HW title.
Is there evidence the Klits ducked Tua?
I think even Tua would not stand much of a chance against them-unless it was say an old, end of the road Wlad-& you could magically make it a prime, high volume punching Tua.

Enhancing drugs serve many purposes and you don't have to look huge to use them : see Lance Armstrong.

And no, i don't think the development is unexpected : HW tend to get larger in size.

However, HW boxing has to compete with basketball and american football for huge athletes : https://i.insider.com/53fb2fa969bedd824042b1af?width=1500&format=jpeg&auto=webp

And in my opinion, it's the only reason why you don't see even bigger HW nowadays, because height, reach and being heavy will be always an advantage in fighting sports, not only in boxing.
