I dont know if the California commision does it now, but they were not doing that at the time of the Margarito-Mosley fight.

When HBO and flocks of Margarito haters began stating Margarito had plastered for the Cotto fight, the Nevada commision came out and cleared itself by stating whats in the article I posted, that the difference between the California commison and the Nevada commision was that the fighters from their jurisdiction are only allowed to use the gauze provided by the inspectors.......and everything is done under the view of a Nevada inspector.

I see what you're saying. Nevada "did it's job" for the marg-Cotto fight, so it isn't as likely that marg cheated that time.

No, the best solution is to have someone there watching the fighter get his hand wrapped
    This content is protected
and have the wrapping videotaped. Also, you only need these people watching the wrapping: The opposite trainer and one state inspector. Everyone else needs to stay away so that there are no distractions. After the fight, the gloves and wrappings should be turned over to the state inspector so he can give them a once over.

    Exactly!

I heard Emmanuel Steward say this, that there are states that allow for the trainer to bring their own gauze and tape, and that any many instances the trainer would already have the knucklepad placed over the fighters knuckles made way before they even entered the arena.
.......this was the case in California with Margarito vs Mosley.

.......but in Nevada, that knucklepad has to be made with Nevada gauze, therefore the trainer makes it right there in the presence of the Nevada inspector.

Yes, they do. That's common knowledge.

No plan is bulletproof. The second guidelines or rules are put in place, they are ripe to be beaten. That's not to say it isn't worth trying, however. It's similar to testing for performance enhancing drugs. Even though nothing is 100% accurate, it is still worth improving with the times.
