You're a biased person sorry to say. You didn't get your facts right and start making claims that it's is a consensus? Pac have passed all tests required by the boxing body. Mayweather's claims are baseless. Olympic style testing has to be mandatory, not done at all or done voluntarily. Just like the Justice System you can't have different rules for different people. It undermines the integrity of the current testing regime. I believe Pac agreed to have the test but, just not one to two days before the fight. Superstition aside things could go wrong with taking needles like popping a vein.

 

I don't believe Mayweather has asked anyone else to do it so, Pac has been singled out.

the development in this case is not as simple as you think as pac was refusing the random test. basically it was floyd's hard-lined non-negotiable USADA stance that is also making it hard to seal the deal. pac's camp was hesitant to this because there is no guarantee from USADA not to test within days of the fight which is pac's primary concern. GBP seems to be contented to play it along the media and even ignored arum's proposal for NSAC to mediate and talk about each parties concern. when pac was basically fed-off by this barrage of GBP press propaganda that pac was basically refusing the test (which is not entirely true), he decided to file a lawsuit. this in turn made GBP to make a move and said that they are now willing to abandon USADA. but as of now, there is no request from any of the 2 parties for NSAC to change their protocol to conduct a blood test.
