Shouldn't he be stripped since he is ring champion at 175?

No, Ring says can defend the both the belts if he wants. Also because of Ring's policies they do not strip champions of belts(unless in retirement), so effectively he can sit on it for as long as he wants. They rely on the sportmanship of the fighter to declare whether or not they will defend it. Calzaghe sent them a letter stating he wished to remain Ring champion at both weight because at the time, there was apossiblity he and Roy Jones would fight for the 168 and 175 lbs title. Havent heard much since.

So if Roy and Calzaghe fight within 168lb and Roy wins ...
will he become ring champion at both 168 and 175 divisions?

Nah man,Roy wanted to fight for Joe's titles at 68 and 75,they said they should weigh 68 first then drink some water and weigh 75 so they can figth for all Joe's titles. They will just fight for the 75 lb title

The plan was to have two weigh ins, one where both weigh under 168, and one soon after so that both were over the 168 limit, and hence in the 175lb weight class. This would have allowed the fight to be for both belts, but since then Roy and Joe decided to only fight for the 175lb title. Actually i think it was only Joe that decided!!

To fight for 175 titles (whichever Jones have) you don't need to reach
175 but you have to be below .... 168 lb counts for both weight classes.
I think there is like 0.5 lb range where you are allowed to be over the limit
so if they both scale 168.5 lb they will be in both classes.

That is a clever run from Joe, even if Jones wins there will be
a case for rematch and even trilogy!
