Can a fighter hold both the WBA Super and the WBA Regular belt at the same time?

Course not. But his opportunity to grab a belt showed up because Haye was upgraded to Super Champ before he fought Wlad. So no matter who won, they would have the Super Belt and the Regular belt was vacated and put up for grabs.

Anthony Mundine just won the WBA Interim Jr. Middle title. That is just plain sad!

so, theoretically, can one unify "regular" belts to become "regular unified champion"?

    No.

When Super WBA champ Wlad beats Regular WBA chump Povetkin... Wlad will be upgraded to the status of Super Dee Duper WBA champ, with the Super & Regular titles being made vacant, & the Super title being added to the list of totally worthless heavyweight trinkets.

What if Vitali retires tomorrow and vacates the WBC belt and Povetkin wins it. Will he also be a WBA super champion?
