If I were Loma, I would reject that proposition right away. - Going into a new weight class where it is completely new unknown territory for Loma and the only thing he knows and realizes about it is that he is too small. Therefore, this would make him exposed to many risks - Mikey has no title, Loma has two. It does not make any sense if Loma as a champion of two organizations must follow Mikey's term to leave his current weight class just because Mikey is unwilling or uncomfortable to make the weight in where Loma is a champion (Note : I was about to use word 'unable', but then again Mikey actually started as a featherweight, the same class where Loma started. And Pacquiao himself was quoted that he is willingly to go down to 135 to fight Loma if necessary while he has spent the last ten years fighting in welterweight. So...move your ass, Mikey) - Loma wanted to fight Mikey because he was WBC and IBF champions. But Mikey was not a lineal, he didn't fight Linares and eventually vacated both of his belt by choice. Loma has no obligation to fight other-class-version of Mikey. Oh btw, I was wrong about something. Mikey does have one title at the moment. He is WBC Lightweight emeritus champion. Meaning that if he should return to the lightweight ranks at some point in the future, he’ll be able to get a WBC lightweight title shot again as soon as he chooses. There you go. Of course Mikey is elite but then again so is Loma. It's really a pick em fight with a slight lean to Mikey.
Before the Spence fight, i would say yes at 140. Not so sure now. Depends on his confidence after that Spence fight. Need to see him fight again first.

I lean toward Garcia at 140lbs as well. At 135, however, I have always believed and continue to believe Loma beats any version of Garcia. He's simply a better fighter, pound for pound, in my opinion.
