Ruiz has pounced on the opportunity to once again declare he will not fight in the UK. He has taken his tack previously without effect, but can he now *force* the rematch to take place in the United States? Technically the terms of the rematch control, not extenuating circumstances, but if Hearn comes under international fire due to the Whyte debacle then perhaps Ruiz could parlay that into a NYC rematch after all.
