No, against prime above average competition he always seemed to lose. Most of his big wins were against fighters beyond their prime. Taylor,Curry,Leonard,Mugabi, all would be great wins if the fighters were close to prime. But everyone had a major question mark by the time they faced Norris. Than the losses to Brown,Santana,Jackson while in the prime of his career doesnt lend him him to be considered and ATG at any weight. But I will say,he had ATG ability, exceptional speed,power in either hand. Could be very intelligent in the ring when he wanted to be.
What 5 would you put above him tho? There's not an enormous amount of opposition. I'm thinking Hearns, Jackson, McCallum and Benitez. Duran was mixed results and a bit thin on the ground.
Very good points, and your absolutely right in regards to the history of that weight class. I would pick the 5 you listed against Norris esp if they prepared properly and close to prime , Also Leonard of the Hope fight. Probably Mugabi before Hagler. And I'm sure theirs a few others thats not coming to mind right now. But not Pac though. He would be tailor made for Norris, A natural lightweight/jr.lightweight against a natural Super welter who is just as fast.

I'd have the 4 i mentioned and Davey Moore would be a great chance. Hilton too. Peak SRL as well. Duran may or may not be outsped. Trinidad too maybe. Even Tony Ayala would be very dangerous.
