well, he claims to be a HW champion at the moment. the man makes the belt (IBA) not the other way around according to toney. i'm a fan of toney, and would like to see him crowned, but i just cannot see him beating either of the klitschkos, they are just too big for him i think. he's pretty much wasted the last 3 or 4 years of his career when he could've grabbed a belt by getting disgustingly out of shape. if (and it's a big if) he's back in shape and can string together several wins over meaningful opposition then he will deserve a shot at one of the belts (probably WBC, sulaiman seems to love him) and victory will depend on who's holding it then.
