    Norton never won a heavyweight title so him by far.

    not sure. if you cound all 'four' straps & short tenures, most really first rate fighters at least briefly won a title.

    I agree with the suggestion of Golota above, he's probably the best I've seen [at least in the Bowe fights before he lost it]. Langford I only know by name.

    Ike Ibeabuchi was decent.
