Why? If you are a champion at a weight in which the weight limit is 160, why should you expect your opponent to come down to within a pound of a lighter weight class. A serious question do you think Ward should have come down to 164 for Golovkin?
It's all about money. Canelo/GGG + MW crown (155 lbs) = Huge PPV #'s and big money for both. Ward vs Golovkin + SMW crown (164) = Flop numbers. Anything else?
Oh yes there is. Golovkin v Canelo pits 2 160lb belt holders against each other. Only one fighter wants the fight at 155 which is closer to light middleweight than the weight limit of his belt. The other pits the best at 160 against the best at 168, whilst 8m against catchweight fights 164 is at least in the middle of the two respective weights. 164 is closer to 168 than 155 is to 160.

I don't care about phony titles that mean nothing in todays era. I want to give my hard earned money to fighters who take challenges and risks, not fighters obsessed and crying about a title from a corrupt organization. I'm would be more impressed if Golovkin fought non-title fights at catchweights against Canelo or Ward, than him fighting a long string of bums at 160.
Ward is already proven his resume speaks for itself. Where as GGG is looking to finally fight an elite fighter and to prove himself worthy of the hype that's the difference. Not to mention Canelo is the cash cow to boot.

the reasom is GGG is in his 30's he cant cut weight like the younger Canelo. If he does he'll be less than a 100%. This is common sense and thia is why fighters move up in weight as they mature
