It's not for the WBC it's for the WBO I don't think everyone who is ranked by the WBC has to sign up for VADA testing, I believe it's just the title fights and eliminators.
He'd have to have VADA testing because GGG is the WBC champion. He would not be able to rehydrate more than 10lbs either the next day because GGG is the IBF champion.
