Because he has a lot invested in Canelo and anything which keeps this story in the news is going to damage that investment. A defamation action would attract further negative publicity and there are always risks when resorting to legal action.

Canelo cheated end of discussion, needle marks, mysterious pills, athletes have been banned for 2 years with a lot less clenbuterol in their system. Golovkin is spitting facts, that is it. Canelo is a cheater and always will be, his legacy is now tarnished forever, he lost 80% of his fans, every comment on his instagram profile is either emotes of syringes or something relating to him being a cheater. His career is now completely ruined, it'd be better if he took a suspension and then come back clean but fighting while being dirty will make him lose more fans. From now on he will never get any credit for any of his fights.
