he certainly does. I rate him at about five at lightweight. He fought in a great era at 135 and was the best of that era. He fought in a great light-welter era and had fine success also.
Fantastic fighter. One of the most well rounded-- in all aspects of the game while being unspectacular-- I've ever watched.
He's in my top 30, i rate him above hearns and argeullo. He beat loi, locce, laguna, elorde, brown and ramos and ring magazine ranks him below Aaron pryor, that is a ****in crime.
I think beeing unspectacular is what puts him down. People tend to rate exciting fighters higher, probably unconsciencously.

boxing illustrated said carlos held the upper hand in almost evey round, and loche drew frequent warnings for holding and hitting. Loche was also guilty of numerous clinches. BI's correspondent scored it 199-192 to Ortiz on the 20 point system.
Boxing news said it was a slow paced bout and the crowd who expected a more aggressive fight booed throughout. Ortiz appeared annoyed with the decision.
Interesting stuff, Al & GreatA, wasn't it harder to get a none draw in Argentina in those days? From the 'highlights' Ortiz looks to be landing very little and frustrated, but its only 3mins of the fight, you can see it would be a hard fight to score. I don't necessarily go with a crowds reaction but the journalists thoughts that Ortiz won brings more weight. Loche looks the smaller man of the 2 despite Ortiz being a LW. Why was there never a rematch?
Locche was actually only a lightweight at the time. Ortiz weighed around 140 lb. The next year Ortiz continued his series's with Elorde, Ramos & Laguna, and was pretty much washed up after that, while Locche went onto campaign for a title shot at 140, which he eventually got. Might explain why a rematch between the two never happened, as Ortiz still had unfinished business at 135.
When you weigh it up, the 60's had some staggeringly deep pool talents in several divisions: bantam, feather, light, welter and middle were all packed to nigh on maximum capacity with elite fighters. That Ortiz - along with Jofre and Saldivar in their respective classes - was able to assert the level of control he did over such strong competition speaks volumes as to just how great of a ring general and all-round technician he was. Lane x2, Loi, Locche, Elorde x2, Brown, Ramos x2, Laguna x2, Matthews, Torres, Rosi, Charnley, Busso, Bizzarro.......it need no explanation really does it? The only mark against him is that he could have arguably lost all three bouts to Loi according to some contemporary accounts, yet from what I've read each fight was so closely contested that Ortiz could just as easily have took all three decisions. So I don't hold losing the trilogy 2-1 against him too much, especially when Loi was a great himself. Truly great fighter; it'd make my day to see people ranking him at the top of the all time lightweight pile - something that probably remains unlikely when you observe the reigns of Gans and Leonard. I do rate Carlos' lightweight reign above Duran's though.
