For at least six years, Ruslan Chagaev has had traces of hepatitis B in his blood. Since then, he has boxed only in Germany (with the exception of a couple of bouts in Austria).

Has Chagaev remained based in Germany because Germany has relatively easy standards for boxers and hepatitis B blood levels?

Is it possible that Chagaev would not have been allowed to box in the United States these past six years because of his hepatitis B blood level?

How tough is the US regarding hepatitis B levels in boxers...as tough as Finland?

Depends on what state he fights in. A lot of states, like West Virginia and Wyoming, don't even have a commission and anything goes there (which is how Tommy Morrison was able to have fights in those states). Of the major states, Texas has the laxest rules, and he'd probably be most likely to be able to fight there. California is hit or miss, so maybe he could there. No chance in hell they'd let him fight in Nevada (Vegas), New York or New Jersey (Atlantic City) though.
