From what Ive read the first Zivic-Armstrong was originally planned for Pittsburgh. The Pittsburgh promoters wanted Zivic because he was the biggest draw in Pittsburgh at that weight. Armstrong was already signed with Mike Jacobs though so Jacobs basically stole the promotion. When Armstrong lost he got a rematch because that was the biggest fight at welterweight. It was around this time that Burley was having a dispute with his manager that put him on the shelf. His manager was tired of trying to sell Burley and was owed money he had fronted Burley so he sold Burleys contract to Silverman. At that point Zivic had agreed to defend his title for Jacobs and Jacobs chose Cochrane, likely because of his popularity in New York/New Jersey.

Even if Silverman was a cats paw for Zivic it wouldnt have mattered because Zivic was already obligated to fight for Jacobs when Burleys contract was sold and he lost that fight so Zivic couldnt have prevented Burley from getting a title shot. What prevented Burley from getting a title shot was his lack of popularity more than anything. That and his penchant for getting into disputes with his managers, jumping ship, and then relocating to a place and having to rebuild his rep seems to have hamstrung his career.

Very good, Burley took a second seat, as Zivic was the headliner, and would drew a bigger gate. If Burley got a shot and won, it would effect Zivic gate $.
