Vitali, probably. Although I'm not sure anymore, with his age and how little it's been tested by anybody lately. Peter and Arreola barely touched it and they're the heaviest-handed guys he's faced in his comeback.
Vitali, Valuev, Peter... Tua? People might not agree with Peter, but the guy has a very poor defence and eats power punches for a living.
Certainly not Tua anymore. Not after getting KDed by Barrett his last fight. Of the major guys, probably Vitali. Valuev got wobbled pretty bad by Haye, and frankly guys just can't hit him as hard because it's tough to get good leverage when you need to punch upwards like that. Of all current heavyweights, my vote goes to Demetrice King. 100% pure chinchecker. Probably top 5 in the current HW division in both chin and power. Nikolai Valuev. He can't be hurt by a punch. In all seriousness, people make way too much of that punch Haye landed. Valuev just lost his balance for a bit, then went immediately right back to fighting. And that's the closest he's been to being hurt in over 50 fights. Nicky has the best chin in boxing.
