Saying Louis had a 'bum of the month club' is not completely accurate, especially when you look at all the good Heavyweights he did face.

Sam Peter is technically one of the worst Heavyweights ever. He isn't even above Jeffries in that respect.

Wlad is very good technically, Vitali is no better on film than Primo Carnera.

Tommy Loughran shits all over David Haye and he was a natural Light Heavy.

I quite like Helenius. Quite stiff and slow, but I like how hard he punches down the stretch. On film, I'd say he looks better than Willard.

The 70s was not the only good era for HW boxing. The 80s and 90s were also great, and although smaller, Marcianos competition remain the most technically competant of any era of Heavys.

While the rest of your post might be right, the part about Vitali is way off. Vitali has considerably better timing, stamina, reactions, control of distance, punch resistance...in fact I'll stop there because I'm struggling to find one attribute that Carnera has over Vitali. Carnera looks really dire on film, there really is no comparison.
