Pro boxing in all levels, from small hall shows till road to big scene and big scene is a lot about brand building.

Fans for basketball, soccer, football teams more follow TEAM and usually during long decades.
Since team is main brand, they aren't so interested to hype up just some surnames to sell tickets and ppvs.
The same as if about amateur boxing or olympic wrestling: if someone is not in shape, they because cares about medals for country, will quickly replace athlete with someone who is in better shape and with better chances to win. Main reason: for managers and handlers there medals and cups delivered under them are main criteria.

Pro boxing is different, brand is boxer's surname and when boxer is not in good shape, there still is name recognition, his ranking position and power to sell with his name.

Therefore yeah: initially not rare cases record is bumped up by beating walking punching bags, then some better ranked not too dangerous opponents and then further and further.
When there is decent step up, not rarerly all advertised KO power surprisingly disappears, then this goes till cards.
If enough large fanbase already is build up, then nothing wrong.
Guy still is usable to sell with him.
Failed in process or is in end of career: still usable cos his ranking and record as a journeyman, if as gatekeeper, even better.

Pro boxing does have also competitive fights even in small hall shows, not often.
Usually it is careful opponents selection, different notice periods for fighters, TBA type opponents, when you see even till this extent: boxer A is listed and as opponent here might be TBA even week or few days before fight.

Imagine how easy might be to get KO win on your record if you know that fight event will happen with 2-3 months notice and there they feed to you someone with few days notice and with 0-10 record and 5 lost fights via stoppages?
You KO or TKO him and that's all.

Pro boxing might get till this level.
In the same amateur point fighting if someone will have 0-10 record, not likely club will be willing to put him in event.
Club needs rep to get next clients, only way to get rep is to get some ranked places in tournaments to be noticed even just by local media.
