It takes more than just star power and potential fight fantasies to be the best of a division you have to unify undisputed, beat the best who've beat the best. Floyd is not a welterweight!
As far as I know that's not how the rankings work, you get ranked based on who your results - or at least that is the theory. For a so-called P4P #1 Floyd's recent results at 147 are nothing special, Hatton who already looked crap against Collazo at that weight, Baldomir (probably the worst champion ever, including the HWs!) and Judah who lost to the worst champion ever! However, I would say that is better than beating Paul Williams so he should probably be ranked higher than Quintana on that basis, but who might beat who has nothing to do with it.
:good it's amazing how he cant make wieght for welterwieght...somthings wrong there. the guy isnt a lightwieght...he was but he isnt now. loads of us were saying he shoudl go to light welter or straigth to welter...he looks solid and has a strong build when eh came in on fight night at somthign crazy like 150 for a lightwieght
I can see the counter argument, that his ridiculous size against Floyd just moving up is what gave him the chance in the first place. The Castillo who fought Stevie Johnston would have been just as big, and also active enough to force the judges to give him the nod. Two years made a hell of a difference.
