Because people can agree contractual stipulations like that if they want, as long as they weigh within the welterweight limits at weigh in that makes it a welterweight fight. There have been plenty of title fights through history where the fighters agreed a contracted weight limit that was lower than the division weight limit.
Jesus Christ. I'm surprised at how many purported boxing fans are this clueless regarding the issue. As long as both fighters weigh in under a division's limit, the fight can be sanctioned be in said division. DLH/Hopkins, Whitaker/Chavez and Hearns/Leonard II are all examples of high profile, catch weight title fights. If Cotto doesn't want to put his title up and Pac agrees to that stipulation, then that's the way it goes. But if Cotto agrees to put the belt up, Pac can challange for it as long as he weighs in under 147.
Well technically . . . for Cotto . . . it shouldn't be considered a catch weight at all, he is still fighting inside the welter limit. It is pac going up over his own weight limit. The 145 weigh in poundage is an arrangement between them and IF they both sign the contract that means they agree on that arrangement. AND if Cotto can defend his belt against Clottey who is a legitimate welter weighing in at 146, why can't he defend his title against an upcoming fighter at 145? Nobody ask Cotto to come in at 146 and yet he did. There are a lot of examples for that like: Hearns coming in at 145 against SRL who came in at 146. They are both champions and it's a unification fight and nobody asked Hearns to come in at 145 and yet he came in at 145 and defended his title. This content is protected

Then all fights should be non-title fights, unless it's a mandatory title defense. If a fighter knows he will lose the fight, then he shouldn't fight as well.
Since it's @ 145, I prefer it not to be a title bout. I know catchweights have been done numerous times in the past in title bouts but I just prefer it to be non-title if it's not at the official weight limit.
