Well, saying "Cotto is better than anyone Floyd has fought" is obviously another way of saying Pacquiao has fought the better opponents...that's the way I saw it anyway.
Pac has never faced anyone as defensively good as Mayweather. He has fought guys who are just as good at counter punching, just as fast, and hits harder. But I'll give that one to you anyone. As far as ring IQ, Floyd would be the best Pac has ever fought.

Judah was on his way out until he purposely hit Mayweather low and got that needed break. While Cotto may have knocked out his B-C level challengers. Cotto also has been put on his ass vs most of those same opponents while Mayweather dominated his opposition. He also was getting out boxed badly by Quintana though he ended up wearing him down in the later rds. When Cotto finally fought people that he couldn't overpower he ran. He ran vs Mosley, he ran vs Margo though, that one is tainted And he ran vs Pacman. Not saying that they weren't smart decisions but the double standards are sad. If Cotto can't overpower you he doesn't look the same.

Boxing has been about protecting the '0' for least risk for a long time now, how many times do we need to see someone with a 'perfect record' who his hyped to world class level only to repeatedly fall at the last hurdle (or one of many before that in some cases)? If you look at the details of his record it really was nothing amazing at that stage, in fact if you cared to look a bit closer you would have noticed that 20 of those 30 wins were against opponents who were either fighting their debut, had less than 10 fights, had lost more than 50% or lost more than 10 times....basically journeymen and club fighters, which allow a fighter to improve early on but add absolutely no value to the fighters resume. Who was there of note in the remaining 10? Angel Manfredy? Not really, being KOed in 2 already by Mayweather takes the shine off that. Juuko? Who?! He wasn't even ranked, and had already been KOed by Mayweather as well. Derrick Gainer? He was never really anything special. Garcia? I don't think so...extremly padded record! Do you really think that stacks up as well as Cotto's list of (to name but a few) Clottey, Mosley, Judah, Quintana, Malignaggi, Torres, Corley, N'dou and Maussa? I can't see it myself.
