At Welterweight...yeah maybe Cotto has a better resume than Mayweather. I think Mitchell and Judah are better wins than Urkal and the 2007, inactive, Judah. However, Mosley and Quitana are better wins than Hatton and Baldomir. So, yes, Cotto has a better resume at 147. But Mayweather is the Lineal Champ.
Bottom line: the fight's gotta happen. Everyone knows these are the top 2 guys at Welter. Mayweather not fighting him would be like if Calzaghe never fought Kessler- he still might be the best in the division even had they not fought, but by beating him, it erased all traces of doubt.
Cotto is ready for any welterweight fighter right now. Mayweather might have no choice but to fight Cotto if he wins his next two fights.
Cotto just better focus on staying undefeated for the rest of the year and hope that there's enough interest in a Floyd/Cotto fight for Floyd to be motivated to take the fight.

I dont think there can be any more interest. I honestly believe that there is not a single boxing fan out there today that does not want to see this fight. I dont mean that figuratively either. I mean if there are 2 billion fight fans out there, then all 2 billion want to see this fight. The interest is there. They just have to sign on the dotted line.
