Nothing to do with the WBO. As far as they were concerned it was a standard welterweight bout. If both participants choose to agree to come in at a lower weight, that's entirely up to them.
Cotto is a titlist, who cares about a strap. Cotto is legit top 3 welter with or without a belt. Floyd is still one of the best (I'd just like to see him prove it in the ring though, and not from his mouth) with or without the belt.
Honestly, I rather give up my title than still hold on to it after defeat. The WBO is pretty much a joke title anyways, imagine walking around with the belt knowing you lost
As I understand it, welterweight is anything above 140 pounds. Fighters don't have to weigh exactly 147 for the belt to be on the line, and if they agree to lower weights, it's perfectly legitimate. They just can't weight above 147 or below 141.
