Could a prime "big" george foreman be effective today?

Keep in mind he only got a belt in the 90s through a very carefully managed course that involved outright bribery (crazily enough, this careful course looks pretty solid by today's standards). Bob Arum testified under oath that he did this, implicating himself and Foreman's management in paying the IBF hundreds of thousands to get the right opponents.

Of course the same thing could be done today. Fury Wilder 3 gets delayed and the WBC would have swooped in instantly to strip Fury and order Foreman vs Kabayel for the vacant title. Ruiz beats AJ and he's fighting his mandatory Foreman ASAP.

Get him multiple shots like he had in the 90s and he'll pull it off eventually. I'm sure they've seriously considered doing this with Tyson in the last few years.
