I think he was a class below that. His best wins — Witherspoon, Tubbs and Berbick — were against versions that were well past-prime and weren’t really true contenders anymore. And notably he didn’t knock any of them out, which tells me his power wasn’t up to the challenge against top fighters (even though he had some pop). He was a bit stiff but rugged and willing. He could come to fight. But I think he’s outclassed unless we’re talking about the Cooney who fought Foreman (hard to say) and the Norton who fought Cooney (probably a win for Thunder as Norton was shot).
I don't think so, but I remember watching Thunder on USA's Tuesday night fights and he was fun to watch.
