    Yes he absolutely could.

    He was very unlucky to go h2h vs bigger men like Frazier and Ali who were also very skilled.

    The idea that he couldn't beat even someone as powerful as Morrison is silly.

    Even if we consider the NABF an alphabet belt the answer would be no until Leon Spinks and Tate. No knock on Ellis it is what it is.
