A lot of these feasted on similar fighters at some points in their career and none showed the same sickening power, Tyson was beating up on CW's for a lot of his early bouts and still wasn't knocking them cold like Wilder does. Foreman was fighting the same fighters in his second career too and still not doing the job like Wilder. Who the hell did Shavers knock out? A bunch of Road Sweepers?
Everyone who they fought WOULD be stopped by Wilder if he landed his best shot, he would also stop the ones they couldn't IMO.

Landing his best shot is different from being able to land his best shot. I'm sure if Earnie Shavers was able to land his best shot on everyone he faced he'd probably have a lot more W's on his record and held significantly higher in historical context. Same with Foreman he would have stopped Morrison, Briggs, Young, Ali, Holyfield and have been regarded as the GOAT.

Shavers had a higher ratio of KOs/TKOs than Wilder.
