Not whenever he wanted, but in rounds 10-12 if he had the old killer instinct he would have gotten Margarito out of there. He just cruised when he saw the egregious damage he had done already and knew that Margarito was no longer a threat.
Literally knocked him out? No. Kept up the pace and forced a stoppage (that might not have come)? Yes. He was looking at the ref a couple of times like 'aren't you going to stop this?' If it were any other occasion, the damage to margarito's face could have had the fight waved off. However, Margo was still coming forward, throwing and landing punches until the end of the fight..

He definitely wasn't trying to stop him the last round. He just threw pitty pat punches because he knew he had it won and probably didn't want to cause him any further brain damage. If he had teed off on him in that last round he definitely would have stopped him.
If he put his foot on the gas I believe the ref would would have stepped in. Still though Margo's corner should have pulled him out.
if pac did not carry him in the last few rounds, he could have stopped him via referee stoppage or his corner could have thrown the towel. but if pac has the same fire as he has in the hatton and the cotto fight, who knows?
