No, he used too much roids for way too long, he’d need to lose muscle mass to get below 200 lbs which would just leave him drained.
He could make it, but I don't think it would be a good idea for Mike to set out for 200lbs, even today. Of course it was 190 in his own day and that would have been impossible with 1980s recovery.
Many guys at Middleweight rehydrated 20lbs, so with guys who are around 218lbs, they could definitely cut water weight and make 200lbs if done the right way.
